<a href="http://www.saferoads.org/" target="new">Advocates for Highway and Auto Safety</a> has established what they deem as 15 lifesaving laws for optimal highway safety.   On January 11, 2009, Advocates for Highway and Auto Safety announced state rankings based on the number of the 15 highway safety laws each state has adopted.  Unfortunately, Virginia received the worst rating and &#8220;falls dangerously behind in adoption of key laws.&#8221;    </p>
<p>
The 10 key highway safety laws that Virginia failed to have include:</p>
<ul>
<li>Minimum Age of 16 to obtain a Learner’s Permit</li>
<li>Nighttime Restriction Provision for teen drivers without adult supervision</li>
<li>Passenger Restriction Provision for teen drivers without adult supervision</li>
<li>Cell Phone (both hand-held and hands-free) Restriction on beginning teen drivers</li>
<li>Installation of Ignition Interlock Law for all drunk driving offenders</li>
<li>Mandatory Blood Alcohol Concentration (BAC) Test Law requiring testing when a driver is killed in a car accident</li>
<li>Mandatory Blood Alcohol Concentration (BAC) Test Law for surviving driver involved in a fatal accident</li>
<li>Open Container Law</li>
<li>Primary Enforcement All-Driver Text Messaging Restriction</li>
<li>Primary Enforcement Seat Belt Law</li>
</ul>
